Clery Act Statistics

Clery Act statistics list Clery reportable crimes occurring in specific locations as defined by the Clery Act. This includes on campus locations, non-campus buildings/property owned or controlled by the University, and public property immediately adjacent to the campus. The statistics are gathered from UMPD and local law enforcement agencies, Campus Security Authorities (CSAs), and other confidential resources. Below you will find tables listing the Clery Act Statistics for the University of Maryland College Park and two regional higher education centers: The Universities at Shady Grove and The University System of Maryland at Southern Maryland.

UNIVERSITY OF MARYLAND, COLLEGE PARK FOOTNOTES

1During a normal year, the statistics reflect a university population of approximately 41,725 students and approximately 15,257 employees—with as many as 75,000 individuals on campus for athletics and other events. Not all incidents reported in this table were reported to police but to other departments on campus. Consequently, not all incidents were able to be criminally investigated. 
2The statistics listed in “Non-campus Buildings or Property” refer to incidents that took place at or in any building owned or controlled by a student organization that is officially recognized by the institution; or any building or property owned or controlled by an institution that is used in direct support of, or in relation to, the institution’s educational purposes, is frequently used by students, and is not within the same reasonably contiguous geographic area of the institution. 
3The statistics listed under “Public Property” refer to incidents that took place off campus or on public property immediately adjacent to and accessible from the campus, but not on the property of University of Maryland Global Campus (UMGC). See umgc.edu for details in reference to UMGC property.
4The Residential Facilities statistics are duplicative. They are included in the on-campus statistics and reflect that portion of the campus statistics that occurred within fraternity and sorority houses and residence halls on campus.
5In 2024, one of the 10 rapes was reported directly to UMPD. Additionally, in 2023, two reports of rape account for nine of the 25 rape incidents and nine of the 16 dating violence incidents.
6In 2023, two reports of fondling account for seven of the 15 incidents. 
7When documenting Aggravated Assaults, it is based on the number of victim(s) involved in the case. In 2022, there were 10 reports but 18 victims of aggravated assault. Seven of the 18 occurred on campus and the weapons used were a gel ball blaster, a BB gun, a knife and a brick. The remaining 11 aggravated assaults occurred off-campus. One was a result of a fist fight, five involved paint pellets, and the remaining five involved a firearm being pointed at the victims during two separate road rage incidents.  
8In 2024, burglaries were broken down as follows: two in residence halls, four in non-academic buildings, four in academic buildings, and two on non-campus properties. 
9Motor vehicle theft is defined by the Clery Act as “any self-propelled vehicle that runs on land surface and not on rails, such as sport utility vehicles, automobiles, trucks, buses, motorcycles, motor scooters, trail bikes, mopeds, all-terrain vehicles, self-propelled motor homes, snowmobiles, golf carts and motorized wheelchairs.” In 2024, reports included: 261 e-scooters, seven sedans, one SUV, two trucks, eight golf carts, one motor scooter, six e-bikes, and one e-skateboard.
10Hate crimes for 2024 as defined by the Clery Act: three on-campus (one within a residential facility) incidents of vandalism characterized by national origin, one on-campus residential facility intimidation characterized by racial bias, one on-campus residential facility theft characterized by national origin, and one on-campus intimidation characterized by gender identity. 
11Dating and domestic violence incidents are also counted as rape or fondling if occurring between two people who are in, or who have been in, a romantic or intimate relationship. In 2023, two reports account for nine of the 16 dating violence incidents, and two reports account for four of the six domestic violence incidents.
12Stalking statistics may include reports of stalking spanning multiple years. In these cases, incidents are recorded for all years within the reporting year, as per guidance received from the Department of Education. In 2024, five reports of stalking—based on this guidance—account for ten of the 25 incidents. In 2023, one report of stalking accounts for three of the 16 incidents. 
13As of October 1, 2014, possession of marijuana of less than 10 grams was decriminalized to a civil violation and is no longer reportable under the Clery Act. Effective July 1, 2023, the use of marijuana was legalized in the State of Maryland.

15Unfounded reports are classified as unfounded based on the results of a full investigation and evidence conducted by sworn law enforcement personnel that determine the crime report is false or baseless. Reported crimes may not be classified as unfounded (or otherwise withheld or subsequently removed) based on a decision by a court, coroner, jury, prosecutor, or other similar non-campus official. In 2024, there were nine unfounded Clery Act crimes: two hate bias and seven motor vehicle thefts.

1The Universities at Shady Grove (USG) is a Regional Center for the University System of Maryland (USM). Degree programs provided by nine of the 12 USM institutions are offered at USG. Students from each of these nine institutions attend classes at USG and in some cases may attend classes on USG and their home campuses.
2Statistics listed in the "Public Property" category include those that took place off campus, on public property immediately adjacent to and accessible from the campus, but not on USG property.
3Hate Crimes are crimes that manifest evidence that the victim was intentionally selected because of the victim's actual or perceived Race (RA), Religion (RE), Sexual Orientation (SO), Gender (G), Ethnicity (E), Disability (D), Gender Identity (GI), or National Origin (NO). Any numbers in small-print parentheses would indicate how many of the total number of reported incidents were motivated by each type of bias.
4Statistics on this chart are a summation of records requested and received from the Montgomery County Police Department (which includes all Rockville City Police Department records) and the Maryland State Police. This chart additionally includes all Clery reportable statistics reported to USG security officers or other Campus Security Authorities (CSAs), including those reported to partner institution CSAs.
5The Montgomery County Police Department does not classify crimes into this category. Statistics in this category will only be those reported or known by CSAs or where enough information is known to allow classification.
